The fact is that now that the PS3 is out, and it's not living up to the hype in terms of consumer demand or performance, Sony (and their public reps) are going to do and say anything to justify anything negative with the system. The guy telling the story put the rep in an awkward situation and that is what he (the rep) came up with. The part about the rep telling the employees as well that it is intentional goes beyond a little white lie to a nosy customer though. That part makes it seem like this is something they have been told to say, rather than just this one rep making this up on the spot. There must be a miscommunication or something, maybe it's just the kiosks that are freezing, but they wouldn't make all consoles intentionally lock up.
